Bureaucrats
I think that Bureaucracy is kind of like Communism. It is a great idea in theory, but falls apart when you get individuals involved.
Bureaucracy is supposed to be a system that divides tasks among groups based on expertise, with fixed rules, regulations and procedures. Aiming for stability by enabling advancement through a hierarchy based on qualifications, skills and knowledge.
In reality, Bureaucracy becomes a pool of mediocrity where the best liars get promoted because it is not about hiring the people you know are good, it is about hiring the people that have the right certifications or say the right things. Once in these positions the bureaucrats can alter the rules and regulations in order to limit opportunities to those that question their authority. If someone seeks to improve procedures, they are punished for not upholding the culture of submissive appreciation.
Bureaucratic employee should be grateful for the opportunity to work without thinking.
